My advice: Save your time, save the risk, and know the job's going to get done the right way. When you try to outsource overseas to India or the Philippines from job sites, you really never know what you're going to get until you find the right person.
I'd much rather go ahead and use a service that's proven and you can trust the person, even if it costs a little more. If you know what you're doing, then a price like $150 is a drop in the bucket. ...If you don't know what you're doing, then you shouldn't outsource at all or you'll lose money no matter what.
